Two Canadian soldiers arrested on organized crime charges

OTTAWA — Two Canadian Armed Forces (CAF) members face numerous charges after being arrested in Toronto over the summer.

A Department of National Defence (DND) spokesperson confirmed the arrests to the Toronto Sun, saying that Sachintha Fernando and James Moreau — both Canadian Army soldiers with the 7th Toronto Regiment — were arrested by Toronto Police on Aug. 11, 2026.

The DND statement confirmed the pair were arrested on charges related to organized crime, kidnapping, and the theft of firearms and weapons.

“Following their arrests, both individuals were removed from military duties and their access to CAF equipment, facilities, and bases was restricted,” the statement read.

“They remain members of the CAF pending the outcome of an administrative review.”

Both accused were reservists with at least six years of service

An administrative review, the statement explained, is a “formal process used to assess matters that may affect a member’s continued service” while, at the same time, ensuring the accused receive procedural fairness.

Both men were bombardiers, a Canadian enlisted army rank equivalent to corporal.

Fernando enlisted in the Canadian Army as a reservist in January 2020, while Moreau enlisted in 2018 and participated in Operation LASER in 2020 — the CAF’s domestic response to the COVID-19 pandemic.

Army officials are cooperating with the police investigation.
